The weighted PIM system is used in the factoring of total PIM
accumulation in regards to the FSHL safe play initiative of suspension and or
expulsion based on a player's total PIM's in a given season.

It was determined that certain penalties do not constitute unsafe play or put a reasonable chance of player injury into question during the course of play. These penalties are therefore worth less than the on-ice time placed on the scoreboard when used to determine the accumulation of penalty time for the reason of suspension and or expulsion.

The weighted PIM is however based on that reasonable chance of injury for that particular infraction. The breakdown of weighted PIM's are as follows:

All penalties not mentioned above are valued that same as the on-ice value
used during a game for the purpose of total PIM accumulation.
